Tahir Rai appointed IGP Railways

Before new appointment, Tahir Rai, who is a Grade-21 officer, served as National Police Bureau’s director general

ISLAMABAD: Appointments and transfers have been made in the federal bureaucracy.

Muhammad Tahir Rai has been appointed IG Pakistan Railways Police. His predecessor Sardar Ali Khan will retire today (Thursday).

Before the new appointment, Tahir Rai, a Grade-21 officer, was Director General, National Police Bureau. He will assume the charge as IG Railways Police tomorrow (Friday).

Deputy Secretary Shafqat Abbas has been transferred from Economic Affairs Division to Ministry of National Food Security, while Deputy Secretary Ali Qasim from the Ministry of National Food Security to Industries and Production Division. Niaz Muhammad, awaiting appointment, has been posted as Deputy Secretary Finance Division.

Meanwhile, the CDA administration has posted Dr Anam Fatima, Grade-18 officer of Pakistan Administrative Service, as Director Municipal Administration. Ijazul Hassan, awaiting appointment, has been posted as Assistant Director Environment.

Anti-corruption crackdown ordered against private assistants

Attock  –  Director General of the Anti-Corruption Establishment (ACE) Punjab, Sohail Zafar Chatha, has directed regional directors and circle officers, including those in Attock, to comply with Lahore High Court Bahawalpur Bench orders. They were instructed to launch a crackdown and initiate legal proceedings against revenue officers and patwaris found hiring private persons (munshis) for official duties. Weekly compliance reports are to be submitted to the headquarters.

ACE sources revealed that, despite court directives, complaints from the public persist regarding private persons performing duties in revenue offices.

The practice has drawn serious attention, with strict instructions issued for its eradication. The Lahore High Court’s Bahawalpur Bench, in response to a petition by Rafiq Ahmed, had directed the ACE DG to take action against patwaris hiring private individuals, and the Board of Revenue, Punjab, has since ordered all deputy commissioners to ensure compliance.

Deputy Commissioner Attock has been specifically directed to enforce these orders, with inspections planned to identify violations. If a private person is found working in a Patwar Khana, an FIR will be lodged against them, and disciplinary action will be taken against the responsible patwari. Additionally, Justice Chaudhary Abdul Aziz ordered all patwaris to relocate offices from private buildings to official premises, highlighting that privately hired individuals often tamper with records and demand illegal payments.

A survey revealed that munshis continue to operate in revenue circles across Attock, Pindigheb, Fatehjang, Jand, Hazro, and Hassanabdal.

Most Patwarkhanas in these areas are privately rented spaces managed by patwaris. Citizens frequently report being forced to pay bribes to these private individuals for processing land documents and other services.

The Board of Revenue has reiterated that government records must be protected from private individuals, and ongoing efforts aim to remove them entirely.

Sohail Zafar Chatta Director General Anti-Corruption Establishment (ACE) Department Punjab has directed regional directors and all circles officers of the province including District Attock comply with orders of Lahore High Court Bahawalpur Bench and launch crack down besides initiating legal proceedings against revenue officers and Patwaris found involved in hiring the services of private persons for the performance of their official duties. The anti-corruption officers were also directed to file their weekly report to the Head quarters. The well placed sources of Anti Corruption Establishment Department Punjab told that it was also pointed out that despite the issuance of directions by the LHC, Bahawalpur bench, the practice of hiring the services of private persons for the performance of official duties was continues and complaints were being received from the general public in particular. According to the letter, the authority has taken serious notice of this practice and issued directions to ensure the compliance of above-mentioned order in letter and spirit under intimation to this HQ. ACE Director General, Mr. Sohail Zafar Chatta ordered the regional directors to send reports to the headquarters office every week regarding the implementation of the court decision. It should be noted that Lahore High Court Bahawalpur Bench while passing judgment on the petition filed by Rafiq Ahmed ordered that the ACE DG should take legal action against those Patwaris who were hiring private persons to carry out their government affairs. Consequently, the Board of Revenue, Punjab issued directions to all Deputy Commissioners in Punjab to ensure that no private person/munshi are working in Patwar Khana. If they find guilty of a violation of the above orders/instructions, the concerned revenue officer would be responsible. The office will take disciplinary action against him along with penal action against the concerned Mushi / private person

Maryam Nawaz reaffirmed Pakistan’s commitment to fostering strong ties with Japan, highlighting the deep and friendly relationship between the two nations.

She assured Japanese investors of full support and security in Punjab, particularly in sectors like agriculture, minerals, IT, artificial intelligence, robotics, and energy, where enhanced collaboration with Japan was desired.

Over Rs2m approved for cops’ medical treatment

LAHORE: IGP Punjab has approved Rs2.55 million for the medical treatment of police officials and their families battling serious illnesses.

Funds were granted to several officials, including Rs500,000 for ASI M Yaqoob (cancer treatment) and Rs250,000 for retired Assistant Syed Zia Shabbir (blood cancer). Additional allocations ranged from Rs100,000 to Rs215,000 for various officers and their families.

One killed, 2 escape in encounter with police

Rawalpindi: A suspect was killed in the shooting with a team of Wah (Saddar) Police Station while his two accomplices escaped on early Thursday morning.

According to a Rawal­pindi Police spokesman, the three accused riding on two motorcycles were signaled by the Wah (Saddar) Police team during snap checking, but they started firing on the police. In the retaliatory fire, the accused Bilal alias Misal Khan was killed while the other two managed to flee while firing.

Raids were underway to arrest the absconding suspects, the spokesman said. The deceased suspect Bilal had been declared a proclaimed offender in a murder case registered by the Wah (Saddar) Police.

Security lapse prompts suspension of 23 cops

Following the murder of an accused outside an Anti-terrorism Court in Rawalpindi a couple of days ago, the Rawalpindi police have suspended around 23 police officers and personnel assigned to security duty in the area.

The incident that also injured a person poked holes in the foolproof security arrangement claims of the police.

According to sources, Senior Superintendent of Police (SSP) Operations Kashif Zulfiqar has taken strict action against the major security lapse.

A charge sheet has also been issued against the security lapse.

Sources said DSP Admin has been appointed as the inquiry officer and the suspended personnel have been summoned for investigation.

The incident occurred on Wednesday morning in Rawalpindi’s highly secured Red Zone, which houses key offices, including the Anti-Terrorism Court, the commissioner’s office, the deputy commissioner’s office, the SP Saddar office, the Safe City Complex, the old district courts, the district council, and the Punjab Forensic Science Agency.

 

SSP Zulfiqar inspected the crime scene and suspended 23 officers and personnel, including one inspector, one sub-inspector, three assistant sub-inspectors, and 15 constables.

These officers were responsible for security at the Anti-Terrorism Court, the old district courts, the Commissioner’s and deputy commissioner’s offices, and nearby areas.

DSP Admin, designated as the inquiry officer, has initiated proceedings and summoned all suspended personnel, including Inspector Fazal Ahmed and Sub-Inspector Munir Ahmed, for questioning.

Notices have also been issued to the in-charge officers of security at the Anti-Terrorism Court, the deputy commissioner and commissioner offices, the old district courts, and the Safe City Complex.

The notices mandate the attendance of all summoned personnel in the inquiry, warning of strict departmental action against those who fail to comply.

The incident has raised significant concerns about the safety of high-profile individuals, particularly those involved in sensitive cases.

The area frequently witnesses the movement of such personalities, including individuals connected to the May 9 riots.

At the time of the incident, hearings for the May 9 tragedy and the GHQ attack case were being held in Adiala Jail instead of the court, leading to reduced crowding in the vicinity.

Islamabad police dismiss three cops for harassing a family

The Islamabad police have taken some serious action against three of their own personnel who were found guilty of harassing a family in the federal capital.

The police have dismissed three personnel for harassing a family in the federal capital, according to a police spokesman on Wednesday.

The incident occurred in sector F-11, where a family in a car was stopped and harassed by Dolphin Force personnel during the snap checking.

The victims filed a complaint with Islamabad police. Deputy Inspector General (DIG) Operations of Islamabad, Syed Ali Raza, took notice of the incident, ordering an inquiry and suspending the cops.

During the inquiry, all three cops Aqib, Ali Haider and Talha were found guilty of misconduct.

“In light of the findings, all the three officers involved were terminated from their jobs”, Islamabad police spokesman said.

DIG Islamabad Syed Ali Raza made it clear that there is no room for misuse of authority.

Earlier, A large cache of heavy weapons being transported from Khyber Pakhtunkhwa to Islamabad was seized by the police.

According to reports, SSP Operations and Investigation Arslan Shahzeb shared the details during a press conference at Tarnol Police Station. He stated that the Islamabad police intercepted and foiled an attempt to transfer a significant quantity of arms. One suspect involved in the transfer has been arrested.

According to SSP Operations, the seized weapons include 272 pistols of various calibers, 20 advanced automatic rifles with magazines, and more than 23,000 rounds of ammunition. Additionally, 150 grams of ice (methamphetamine) and 4.45 kilograms of heroin were recovered from the suspect’s possession.

The police investigation revealed that the suspect has a criminal record and is implicated in eight cases across different districts of Punjab. A case has been registered at Tarnol Police Station, and further investigations are underway.

Reaffirming his commitment, SSP Arslan Shahzeb emphasized that Islamabad police are always ready to combat criminal elements. He reiterated that ensuring the safety and security of citizens remains the top priority of the police force.

Islamabad is Getting 8 New Police Stations’ Buildings

On Friday, the Islamabad Development Working Party (IDWP) authorized relevant authorities to proceed with land acquisition and consultant hiring to conduct feasibility studies and design a new building for the Special Protection Unit (SPU) in the federal capital.

In the same meeting, which oversees projects aligning with Islamabad’s master plan, approval was given for PC-II funding to upgrade the Counter-Terrorism Department (CTD) and establish canine centers within Islamabad. The IDWP also greenlit the construction of buildings for eight police stations.

Officials from the capital police, district administration, and the Capital Development Authority (CDA) informed Dawn that the SPU is being revamped following Prime Minister Shehbaz Sharif’s directive to enhance security for Chinese nationals in Islamabad. A plot of land has been allocated for the state-of-the-art SPU building at H-11, behind the Police Lines Headquarters. This facility will include an armory, barracks, offices, and training centers.

Officials added that the SPU requires a staff of 3,200, with 2,600 personnel already deployed. Chaired by Islamabad Chief Commissioner Mohammad Ali Randhawa, the IDWP meeting included CDA members responsible for aligning all projects with Islamabad’s master plan.

Additionally, the meeting allocated land in H-16 for the Counter-Terrorism Department Complex, which will house barracks, offices, a CTD police station, a training center, and investigation facilities. The project aims to modernize Islamabad’s CTD following the model of Punjab’s CTD.
