IGP Punjab Dr. Usman Anwar directive: departmental promotion board meeting held in Multan

On the directions of Inspector General of Punjab Police, Dr. Usman Anwar, the departmental promotion process in the Punjab Police continues based on merit and seniority. In this context, 240 personnel from the Multan region have been promoted to higher ranks. According to details, a Promotion Board meeting was held under the chairmanship of RPO Multan, Captain (Retired) Sohail Ahmed Chaudhry. The meeting was attended by CPO Multan and the DPOs of Khanewal, Vehari, and Lodhran. The records of officers and personnel posted in all districts of the region were reviewed during the meeting. The Promotion Board approved the promotion of 240 officers and personnel to the next ranks. Among them, 80 ASIs were promoted to the rank of Sub-Inspector, 80 Head Constables were promoted to ASI, and 80 Constables were promoted to Head Constable. A ceremony to award ranks to the promoted officers and personnel will be held soon.  IG Punjab Dr. Usman Anwar congratulated the promoted officers and personnel, instructing them to perform their duties with even greater dedication. He emphasized that the benefits of these promotions should translate into enhanced efforts and better performance to serve the citizens. Dr. Usman Anwar vowed that the process of departmental promotions in Punjab Police based on merit and seniority will continue.

Rawalpindi police told to improve working to check crime

RAWALPINDI: Since the crime situation in the district has deteriorated, police have decided to keep an eye on habitual offenders, who have been released from jail, arrest those involved in serious crimes with the direction to officers to SPs and SDPOs to improve their performances within a week.

The decision was taken at a crime meeting held in the Police Lines Headquarters with City Police Officer Syed Khalid Hamdani in the chair on Tuesday. The meeting was held to review the implementation of Key Performance Indicators (KPIs) introduced by Punjab Chief Minister Maryam Nawaz for the police.

Senior Superintendent of Police Operations Hafiz Kamran Asghar, the SSP investigation, divisional SPs, SDPOs and other officers participated in the meeting with their performance details.

The CPO had already expressed his concern over the sharp increase in street crime in Rawal Division and directed the police to improve their police performance.

The CPO reviewed the performances of Rawal, Potohar, Saddar divisions in addition to traffic police and instructed the SPs and SDPOs to intensify the ongoing crackdown against drug dealers, peddlers and criminal elements.

He also directed the police to remain vigilant about habitual criminals who have been released from prison and monitor them besides arresting those involved in serious cases.

Effective patrolling and snap checking should be done to ensure safety of life and property of citizens, the CPO said.

The KPIs included the number of FIRs, crime control efforts, improvement in investigation of cases, action against drug suppliers, law and order situation, protection of women and vulnerable groups, complaint handling and accessibility to public, security, public service delivery and special initiatives.

Chief Minister Maryam Nawaz introduced the mechanism to evaluate the performance of the supervisory police officers across the province, including regional police officers (RPOs) and district police officers (DPOs).

The chief minister had introduced 36 KPIs that would be used to assess the police performance and progress towards achieving specific objectives.

The Punjab and Islamabad police have intensified their preparations to uphold law and order ahead of the November 24 protest announced by the Pakistan Tehreek-e-Insaf (PTI) as authorities vowed to take firm action against any efforts disturbing the peace.

Over 10,700 police personnel from across Punjab have been put on standby, according to a letter issued by the Additional Inspector General (AIG) of Operations to all the relevant officers at the behest of Punjab’s police chief.

The standby force includes 3,500 personnel from the Punjab Highway Patrol, 1,000 personnel from the Special Protection Unit and 1,200 from the Training Directorate, the letter states.

The measure by the Punjab police comes after the PTI’s call for nationwide demonstrations on November 24, with former Prime Minister Imran Khan urging his supporters to march to Islamabad, emphasising that the party’s entire leadership would actively participate in the protest.

Khan’s lawyer, Faisal Chaudhry, said that the protest would not only take place in Islamabad, but throughout Pakistan and across the world where Imran’s supporters were present.

The party has made four demands — revoke the 26th Constitutional Amendment, “restore” democracy and the Constitution, return the public’s mandate, and release all innocent political prisoners.

The Punjab police deployment plan includes contributions from various regions. For instance, 1,300 personnel from Gujranwala are already deployed, while 500 law-enforcers from Sargodha will remain on standby.

Other contributions include 200 personnel from Sheikhupura, 300 from Bahawalpur, and 300 from Muzaffargarh, the letter states.

Meanwhile, the Islamabad administration also has begun preparations to counter the PTI’s unauthorised gathering.

Police have been supplied with tear gas, rubber bullets, and anti-riot gear. Leaves for all officers have been cancelled, while the Islamabad administration has requisitioned 8,000 additional personnel from Punjab, Sindh, and Kashmir. The reinforcements are expected to arrive in the federal capital by November 21.

It should be mentioned here that Section 144, prohibiting gatherings of more than five people, has been imposed in Islamabad for two months.

The Rangers and the Frontier Corps (FC) are already deployed in Islamabad. The city may be sealed off with shipping containers by Friday (November 22).

Meantime, the Capital Police have also compiled lists for potential arrests of elements who are likely to disrupt peace.

Punjab police have intensified preparations to prevent a planned protest by Pakistan Tehreek-e-Insaf (PTI) in Islamabad on 24 November, as authorities vowed to take strict action against those attempting to disrupt law and order.

According to Express News, a total of 10,700 officers have been placed on standby across the province. An official memo issued by the Additional Inspector General (AIG) outlined the mobilisation of personnel from various police units.

The Punjab Highway Police (PHP) will contribute 3,500 officers, with an additional 500 from pre-deployed forces

A further 1,000 officers from the Police Constabulary (PC), 3,000 from previously assigned forces, 1,000 from the Special Protection Unit (SPU), and 1,200 from the Training Directorate will be part of the operation.

The Gujranwala region alone will provide 1,300 officers, with 600 already stationed. Additional personnel from other regions, including Sargodha (500), Sheikhupura (200), and Faisalabad (500), will also be part of the operation.

Other districts such as Bahawalpur, Multan, and Okara will contribute hundreds of officers to maintain control during the anticipated protests.

The memo stated that the forces would be equipped with anti-riot gear, and the district and regional police officers would be responsible for transportation logistics. The decision was made following orders from the Inspector General of Police (IGP) Punjab, who instructed the AIG Operations to inform relevant officials.

The authorities have made it clear that they will take firm action against any individuals or groups attempting to disrupt public order or incite violence during the planned demonstration.

As part of Punjab Chief Minister Maryam Nawaz Sharif’s Drug-Free Punjab Vision, Punjab Police is continuing its province-wide crackdown against drug dealers. Under the leadership of IG Punjab Dr. Usman Anwar, anti-drug operations have been ramped up across all districts, with increased intensity in the ongoing campaign. According to the spokesperson for the Punjab Police, during the current year, a total of 95,463 raids were conducted on drug dealers’ locations across the province. As a result, 53,463 accused were arrested, and 52,720 cases were registered. In these operations, police seized significant quantities of drugs, including 44,619 kilograms of charas, 1,103 kilograms of heroin, 1,546 kilograms of opium, 453 kilograms of ice, and over 861,000 liters of alcohol. Furthermore, 1,269 drug addicts were admitted to rehabilitation centers for treatment and recovery. In the provincial capital, the crackdown has been equally intense. The spokesperson said that 8,787 raids were conducted on drug dealers’ premises in Lahore, resulting in the arrest of 9,081 accused and the registration of 8,786 cases. A total of 6,902 kilograms of charas, 359 kilograms of heroin, 402 kilograms of opium, 162 kilograms of ice, and 60,665 liters of alcohol were seized during these operations. IG Punjab Dr. Usman Anwar has instructed police to accelerate special operations against drug dealers and smugglers, emphasizing that all individuals involved in the drug supply chain must be arrested and given severe penalties. He also directed that targeted operations be intensified around educational institutions and hostels, with a focus on curbing drug abuse in these areas. Additionally, he called for strict legal action against individuals involved in the online sale and purchase of drugs.

In a significant development for Punjab Police, the process of recruiting inspectors from the sub-inspectors under the service quota has been initiated for the first time. The process to promote and improve the service structure of police officers and personnel has been expedited under the supervision of IG Punjab, Dr. Usman Anwar. DIG Establishment I, Dr. Suleman Sultan Rana, shared that, for the first time, sub-inspectors in Punjab Police will be recruited as inspectors under the service quota. Following the directives of Chief Minister Punjab Maryam Nawaz Sharif, the Punjab Government has amended the relevant laws regarding service quotas. As a result, 86 sub-inspectors in Punjab Police will be promoted to inspectors through the Public Service Commission under the service quota. With the efforts of IG Punjab, Dr. Usman Anwar, laws have been rectified, and the provincial cabinet has approved the changes. DIG Establishment I, Dr. Suleman Sultan Rana, said that the promotion of 86 sub-inspectors to inspectors will create more vacancies for sub inspectors (SI) and assistant sub-inspectors (ASI), leading to further departmental promotions for eligible personnel based on merit and seniority. The sub-inspectors taking the exam for the inspector’s position under the service quota have expressed their gratitude to Chief Minister Maryam Nawaz Sharif.

PTI leaders freed after brief detention by Rawalpindi police

Rawalpindi police on Tuesday released a number of Pakistan Tehreek-e-Insaf (PTI) leaders after a brief detention, ARY News reported.

A number of Pakistan Tehreek-e-Insaf (PTI) leaders were into custody by Rawalpindi police from outside Adiala Jail.

Omar Ayub, Shahzad Waseem, Malik Ahmed Bhachar, Asad Qaiser, Shibli Faraz, Sahibzada Hamid Raza of Sunni Ittehad Council and others, who reached Adiala Jail to meet incarcerated PTI founder, were taken into custody.

The PTI leaders were shifted to the Adiala Police Station.

“Absolutely shameful! Omar Ayub Khan, Shibli Faraz, Asad Qaiser, Ahmed Bhachar, Sahibzada Hamid Raza have been arrested outside Adiala Jail, for simply exercising their right to meet with Imran Khan, as permitted by law,” the PTI said in a post on X.

“This should alarm anyone who values the rule of law, as it shows how basic freedoms are being trampled upon,” it added.

Later, the police announced that all the arrested PTI leaders have been released.

First-ever model police stations in merged districts inaugurated by Khyber Pakhtunkhwa Police, the Government of Japan, and UNDP

Islamabad, 7 November 2024 — Khyber Pakhtunkhwa Police, the Government of Japan and the United Nations Development Programme (UNDP) Pakistan jointly inaugurated newly constructed model police stations in the merged districts of Bajaur, Kurram, Mohmand, North Waziristan, and Orakzai. This marked the successful completion of a project funded by the Government of Japan and implemented by UNDP in partnership with Khyber Pakhtunkhwa Police, for improved policing services in the merged districts.

Established by UNDP Pakistan’s flagship Rule of Law Programme, these Model Police Stations provide a range of new facilities to better serve the people of merged districts, including well-equipped and furnished working spaces and reception areas to accommodate women and men police officers and visitors, a gender-responsive desk to address cases of gender-based violence, a hall to convene joint community and police meetings, residential facilities for 50 police officers with separate living quarters for 10 women police officers, security posts, and separate holding rooms for men and women.

Mr Awal Khan, Additional Inspector General of Khyber Pakhtunkhwa Police, thanked UNDP Pakistan and the Government of Japan for their support in improving police infrastructure facilities to serve the people of the merged districts, “The Government of Japan and UNDP provided invaluable support in advancing the Rule of Law Roadmap, which strengthens justice and democracy in our region. The initiatives, including Gender Desks and Model Police Stations, play a crucial role in enhancing public safety and empowering marginalized communities.”

The project also developed a pool of 22 master trainers on basic and specialised police functions, including gender-responsive and community-based policing, and supported Khyber Pakhtunkhwa Police to train 305 police officers including 31 women police officers from the merged districts. Additionally, the project developed seven district police plans for Khyber, Bajaur, Kurram, Mohmand, Orakzai, and North and South Waziristan, highlighting the unique security needs of each district and proposing a plan to address those needs.

Addressing the ceremony, the Ambassador of Japan to Pakistan, H.E. WADA Mitsuhiro said, “The project has supported them to harness these skills in enhancing police services by implementing the KP Rule of Law Roadmap and providing robust police training while taking a gender-sensitive participatory approach. We believe that such a holistic approach was critical to bringing long-term peace and stability to the most vulnerable communities in Pakistan. Peace and stability are indeed basic human rights and they are central to achieving sustainable development in Pakistan.”

Multan police claim decreasein crimes

A report issued by the police showed an 83% reduction in robberies in 2024, which they claimed was due to the anti-crime operations dismantling 247 gangs of criminals and bringing their 698 members in custody.

 

City Police Officer (CPO) Sadiq Ali Dogar said that crime incidents reduced to 1,245 in the first 10 months of 2024 compared to 1,842 recorded in 2023 till October, reducing crime overall by 32%.

He said murder cases reduced by 42%, robberies by 83%, robbery by 30%, car snatching by 33%, miscellaneous snatching 16%, theft cases including car and miscellaneous theft and burglary 35%.

An aggressive but targeted approach, aided by modern technology, traditional investigations technique and above all the much hard work put in place by police Jawans in the post-2023 crime surge scenario, paid dividends, the CPO said in a statement adding that police were able to recover the stolen or looted property valuing over Rs370 million in Multan district.

During this 10-month period, police arrested 8,716 accused. They included 99 involved in assaulting minor girls.

Police crackdown reduces air pollution in Multan

MULTAN: Police crackdown on smoke-emitting vehicles, brick kilns and factories dropped the Air Quality Index (AQI) in Multan from 900 to 500 and then to 300 on Wednesday.

The air pollution concentration has also reduced considerably, and citizens let out a sigh of relief. The AQI had reached a critical level of 2000 one week before when the CPO and district administration ordered a crackdown on smoke-emitting vehicles, industries, brick kilns, and other sources.

The police and the district administration have launched a crackdown on smog-emitting vehicles, brick kilns, the burning of crop residues, and other polluting factors, resulting in cleaner air in the city than ever before, he said.
