ISLAMABAD – The outgoing Inspector General National Highways & Motorway Police Inam Ghani handed over command to new IG Khalid Mahmood on Monday.

A change of command ceremony was held at NHMP Central Police Office Islamabad. The ceremony was attended by Additional IGs and other senior officers and officials of NHMP.

A memento of NHMP was presented to new IG NHMP Khalid Mahmood by the outgoing IG Inam Ghani. Khalid Mahmood (PSP) assumed the charge as Inspector General, National Highways & Motorway Police. He is the 20th Inspector General of National Highways & Motorway Police. Before his posting as IG, NHMP, he was working as Additional Inspector General Police, Central Region in Motorway Police.

During his illustrious career, he undertook various important assignments. He has an excellent track record of professional competence in Police Department. He is considered as one of the most professional police officers.

By the grace of Allah Almighty, I have accepted the challenging assignment of Inspector General of Police, Balochistan. I express my gratitude to the Federal &  Provincial Governments to lead the Balochistan Police.

I pay tributes to the “Shuhada” of Balochistan Police and convey my good wishes to all the ranks. No doubt, I have assumed to command the Balochistan Police at  such a time when Balochistan Police is facing challenges of terrorism, target killings and law & order along with conventional crime. The entire world is keenly watching all the developments which are taking place in Balochistan in the wake of newly emerging geo-strategic importance of the province. 

I have full confidence in the rich tradition/professionalism of the force. While being mindful of human and other resources issues, I am confident that through better coordination and up-gradation of working standards, we will be able to improve the situation through synergy. I am sure that all the members of the force will step forward and work with new resolve, zeal and vigor to combat against wave of terrorism, target killings and conventional crime to bring stability in law & order situation. 

I would like to lay special emphasis on the proper manpower management, financial, administration, development activity, welfare/morale of the force, purposeful inspections alongwith follow up, internal and external accountability, civilized public dealings and prompt redressal of public complaints.

Make it clear that the authority delegated to us is by virtue of public service and is a sacred trust. There should not be a single instance of misuse of authority and state resources. Justice and fair play are to be ensured as per dictates of rule of law. May I emphasize that high standards of discipline, honesty and integrity are the essential attributes of Police Service. It will be my utmost endeavor as Inspector General of Police to achieve these most cherished goals.

In the end, I pray for the peace and tranquility of the Province, glory of Police force and personal well being of all the members of the Constabulary.

May Allah Almighty guide our path and bestow upon us His blessings.

New Inspector General of Police (IGP) Khyber Pakhtunkhwa, Moazzam Jah Ansari Friday assumed the charge of his office at Central Police Office (CPO) Peshawar.

On arrival at CPO, a smart contingent of police presented a guard of honour to him. The IGP laid a floral wreath on the Yadgar-e-Shuhada police at CPO and offered dua for shuhada and integrity and solidarity of the country.

Before his posting as IGP Khyber Pakhtunkhwa Moazzam Jah Ansari was serving as Commandant Frontier Constabulary. Moazzam Jah Ansari did his master’s degree in International Relations and graduated from National Defense University Islamabad. He entered into the Police Service of Pakistan in 1989.

Moazzam Jah Ansari as a senior police officer has vast and rich experience and has attended many training courses in the country and abroad.

He performed his duty to the best of his capability on various key posts in police of four provinces, Frontier Constabulary, Intelligence Bureau and Federal Investigation Agency which included ADOFC Hangu, ASP Multan, Faisal Abad and Lahore.

He also remained posted as SP Railways Rawalpindi, Deputy Director FIA Karachi, SSP West Karachi, Regional Police commander UN Mission in Bosnia, SSP Hyderabad, DOFC Swat, Peshawar and Sindh, Director FIA Sindh, DIG Gawadar, Joint Director General Balochistan and IGP Balochistan.

Later, talking to the high ranking police officers of CPO, he said they must stand up as a team as he alone cannot turn the table and everyone has to contribute to see the force successful. He said we must come up to the attached expectations of the general public through better service delivery” by safeguarding basic fundamental rights of the people.

He also paid glowing tributes to the precious sacrifices of the force by saying that Khyber Pakhtunkhwa police was brave and committed force and have written the golden history of police with their blood. “I have never come across such a brave force and I am proud to lead this force and we must learn from their sacrifices by exhibiting valour, courage, devotion to duty and contribute for betterment of the society,” remarked the IGP.

He assured that every individual would be valued for his best efforts and meaningful contribution for the force and vowed that no efforts would be spared for the welfare of the force.

The IGP termed four golden principles i.e., integrity, best service to humanity, respect and continuous hard work for achieving the zenith of success for the police.

Prevention of crime, maintenance of law and orders and redressal of public grievances is the foremost priority of Police. Police must ensure that the registration of FIR is swift and hassle free. Negligence, carelessness and unempathetic behavior will not be tolerated at any cost.

In order to control crime supervisory officer should formulate comprehensive anti-crime strategy. Active measures such as improved patrolling/ snap checking covering hotspots of crime (motorcycle theft/ snatching) must be taken. Police should map and analyze the crime pattern of motorcycle theft/ snatching and house robberies and identify professional criminal involved in such crimes. Installation of CCTV cameras across cities should be encouraged. The same may be geo tagged on Google maps and if possible integrated into police surveillance network.

Supervisory officer should be pay special attention to improvement of investigation. Investigations should cover all legal prerequisites, which should be effectively ensured through check and balance such as maintenance of checklists. DIsGP and SSsP should personally monitor the investigation of important cases such as house robberies, ensure their early detection followed by professional collection and presentation of evidence in court. Such cases should be brought to logical conclusion through conviction.

Crimes targeting women, children and minorities should be timely registered, pursued by swift and effective police response. This will promote a sense of security and trust on police among such vulnerable groups.

I will not tolerate black sheep who bring disrepute to police through their actions, neither shall I tolerate incompetence, slackness, unwillingness or lack of empathy. Only officers with good reputation and capacity will be given important/ command assignments in the future. My criteria is “Hard work with good intention”.

In addition to detection of crime, securing conviction in the court of law is the ultimate litmus test of effective policing. Police should take judiciary into confidence through their professional and impartial conduct displaying commitment, hard work and integrity. Judiciary is the most important pillar of criminal justice system from which police should draw its strength.

In order to ensure effective tackling of law-and-order situation, anti-riot force should be constituted at each district headquarter. The force should be properly equipped by utilizing the available equipments, carefully selected and given 15-day training batch wise.

Organized crime such as Narcotics peddling, Gutka/ Mainpuri/ Supari manufacturing and distributing should be seriously targeted. Known criminals involved in these crimes be pursued vigorously till they are convicted by the courts.

Conservation of police resources and manpower take the foremost importance. Mismanagement of manpower should be addressed through an effective system of checks. Integration and operation of software “POINT ME” must be expedited.

The doors of my office are open for all ranks. Everyone can approach me about their problems and I shall make utmost efforts these problems are addressed.

Dr Akbar Nasir Khan appointed new Islamabad IGP

The government on Saturday appointed Dr Akbar Nasir Khan as the new inspector general of police (IGP) for the federal capital, replacing Mohammad Ahsan Younas.
 

“Dr Akbar Nasir Khan, a BS-20 officer of Police Service of Pakistan, presently serving in National Counter Terrorism Authority (Nacta), is transferred and posted as Inspector General, Islamabad Capital Territory (ICT) Police, under Interior Division, under Section 10 of the Civil Servants Act, 1973, with immediate effect and till further orders,” a notification from the Establishment Division stated.

In another notification, the Establishment Division stated that Khan’s predecessor Younas, who served in the role for less than six months, was transferred to Punjab.

Younas had been appointed as the Islamabad IGP — the capital’s second police chief in less than a year — in December 2021 by the then PTI government.

Younas’ successor, Dr Khan, is a graduate of Harvard Kennedy School and was previously working as DG Nacta Monitoring, Evaluation and Capacity Building. His earlier work includes National Internal Security Policy of Pakistan and establishment of Punjab Safe Cities Authority.

Meanwhile, Mohammad Faisal, a BS-19 officer in Islamabad police was transferred to Punjab while Lt commander (retd) Yasir Afridi, another BS-19 officer, was transferred from Khyber Pakhtunkhwa Police to ICT Police.

Earlier this week, Mushtaq Ahmed Mahar (a grade-22 officer) was removed from the post of inspector general of Sindh Police and Dr Kamran Fazal (a grade-21 officer) was appointed as the acting police chief of the province.

Rao Sardar Ali Khan is a Pakistani civil servant and police officer who is the current inspector-general of police of the Punjab Police. He took office on 8 September 2021.

Improved Service delivery to the citizens is the cornerstone of our policing objectives. Our mission is to improve our services for the convenience of masses. Establishment of Khidmat Markaz in all districts was also an effort to this effect.

Khidmat Markaz were efficiently providing 13 services to citizens in their respective districts. However, it was observed that people had to visit their home districts for renewal of traffic licenses and getting character certificates which caused immense inconvenience. In order to address these problems and further improve the range of services and geographical spread, all Khidmat Markaz in Punjab have been integrated. With the introduction of a new concept of Integrated Khidmat Markaz System, people can get the offered services, at their doorstep. In addition, people can also submit their complaints against Police Department in the Police Khidmat Markaz.

Police Khidmat Counters are also being introduced in District Headquarters Hospitals as a part of this Integrated System to facilitate citizens for getting Medico Legal Certificate without hassle and visiting their respective Police Stations. It will not only save time but also bring transparency in the system. This facility will be extended to Tehsil Headquarters Hospitals in near future.

I am confident that the new Integrated Police Khidmat Markaz System of Punjab Police will come upto the expectations of people. May Allah guide us to serve people.
